The dome comes off

In the original game, Dalaran is a purple bubble in the Alterac Mountains. You can walk up to it, you can fight the magical constructs and the Dalaran wizards patrolling outside it, and you cannot get in — the city under the dome was never implemented as a place. Of everything WoW Forever has announced, turning it into a 28–33 dungeon is the entry most likely to get run by people who do not otherwise care about the level band, and that shows in the listings: this instance attracts more sightseeing bookings than any other on the new list.

Where it lands in the climb

28–33 covers Alterac and Hillsbrad, which is where the dome physically sits, and it runs straight into the contested stretch of the map. That matters on the PvP ruleset more than almost anywhere else in the game — Hillsbrad at level 30 has been the most reliably hostile place in Warcraft for two decades, and a run that has to cross it is a different job from one that does not. If you are on the PvP ruleset, check whether a listing quotes a meeting point inside or outside the zone before you compare it with a cheaper Normal-ruleset price.

What is confirmed and what is not

Confirmed: the barrier the Kirin Tor raised over the city while they rebuilt it has come down, the restoration has not gone to plan, and the dungeon is the result — enchantments running wild, arcane constructs loose and demonic energy in the streets. Blizzard calls it the chaotic City of Dalaran and says players will help its people as well as fight through it. Not confirmed: the boss list, and how much of the city is a dungeon rather than a place to visit. The beta's level 30 cap reaches only the start of a 28–33 instance, so nobody has cleared it. Sellers list it as a single clear or as part of a 30–40 chain; unique boss items in Forever are blue, so the reason to rerun it is usually a blueprint recipe rather than a weapon.

Yes. Blizzard's account is that the Kirin Tor's barrier over the city in the Alterac Mountains has come down, and that Dalaran is both a place with its own quests and a 28–33 dungeon. How the two fit together on the map has not been shown in full.

Is this run dangerous on the PvP ruleset?

The approach is. Alterac and Hillsbrad are the classic contested corridor and level 30 is prime ganking territory, so PvP-ruleset listings for this dungeon are often priced above Normal-ruleset ones for the same clear. That is a fair difference rather than a markup.

Are the Kirin Tor in it?

Yes, as the people whose restoration went wrong. Blizzard describes unstable enchantments, arcane constructs out of control and demonic activity inside the city. The boss list is not published, and the beta's level 30 cap only reaches the start of the instance.
