Filling the 20s gap
Anyone who has levelled in Classic knows the mid-twenties as the stretch where the dungeon options run out: you have finished the early instances, Scarlet Monastery has not quite opened up, and the questing gets sparse. Dropping a new dungeon at 24–29 is a deliberate fix for that, and it changes how the bracket is routed. The beta's level cap rises from 20 to 30 partway through, which puts this instance inside it, so the 20–30 routes sellers quote at launch can be built on real runs rather than on the level range alone.
Above Whelgar's dig, and what is up there
Blizzard describes this one as a mysterious excavation site above Whelgar's Excavation, the dwarven dig among the raptor nests that has been a Wetlands quest hub since the original game. The Explorers' League has taken an interest, and the picture Blizzard paints is of mist coming down off the mountains, lights on the horizon and Titan constructs guarding whatever was uncovered. That makes it the first of three Titan-flavoured stops on the new list, with Uldaman's old thread picked up again at The Shaper's Terrace at the cap. Bosses and quests are not public yet: the beta reaches this level band only after its cap is raised.
Buying the run rather than the trip
The practical reason people buy this one is the approach. The Wetlands is awkward to reach for a mid-twenties character on either faction — no flight master convenience, no flying at all in Forever, and a long run past Dun Modr if you get it wrong — and a seller's group meeting you at the door removes most of the cost of the trip. Listings here are usually single clears or two-to-three-run chains. Blueprint recipes drop from dungeon bosses, and this band is early enough that a recipe found here can be worth more on the auction house than the gear is.

Frequently asked questions
What level is Excavation Site: Wetlands?
24–29, published by Blizzard. It is the third of the nine new dungeons by level and lands in a stretch of the climb the original game left comparatively empty.
Is this the same place as Whelgar's Excavation Site?
It sits above it. Blizzard describes the dungeon as a mysterious excavation site above Whelgar's Excavation, the long-standing dwarven dig in the Wetlands, with the Explorers' League involved and Titan constructs inside.
Why buy a boost for a 24–29 dungeon?
Mostly the approach rather than the instance. The Wetlands is a long, hostile trip for a mid-twenties character with no flying in the game, and having a group waiting at the door is the part people actually pay for.
Can I get blueprint recipes from this dungeon?
Blueprint recipes — the camping recipes — drop from dungeon bosses generally, so yes in principle. Which recipes drop where is not published, so a seller quoting you a specific recipe from a specific boss is guessing.
Does this fit into a leveling package?
Commonly, yes. It is the anchor instance of the 20–30 band, so most sellers offering that bracket route through it. Buying the bracket rather than the single run is usually cheaper if you want both.
