WoW Forever rulesets explained
There are no realms in WoW Forever. You pick a ruleset, it follows the character, and it changes how the game plays more than any other decision you make at creation.
Fact-checked against Blizzard's published details. .
Rulesets replace realms entirely
WoW Forever has no servers in the sense Classic players mean. Instead of choosing a realm — and being stuck with its economy, its population and its queue times — you choose a ruleset, and the game handles the rest. Three are available at launch on 4 November 2026: Normal, PvP and Roleplaying. Hardcore is confirmed for after launch, with no announced date.
| Ruleset | Open-world PvP | Available |
|---|---|---|
| Normal | Not enabled by default | Launch |
| PvP | Enabled in contested territory | Launch |
| Roleplaying | Not enabled by default | Launch |
| Hardcore | Not announced | After launch, no date |
Two things that do not go away: region and faction. EU and US remain separate, and there is no cross-faction grouping anywhere in Forever. Those are the two constraints that still decide whether a given player can group with, trade with or sell to another.
Why the PvP ruleset costs more
This is not a preference question, it is an economics one. WoW Forever has no level scaling, so a level 45 character in a contested zone can be killed at will by a level 60 who is bored. On the PvP ruleset that is routine rather than exceptional, and it makes every activity that involves standing still — gathering, questing, farming — genuinely slower.
Every service quoted for the PvP ruleset on this marketplace is therefore quoted for more work, and that difference is legitimate rather than a markup. The corollary matters too: if you are on Normal or Roleplaying, you should not be paying a PvP-ruleset price, and it is worth checking which a listing assumes.
Legacy progress moves between rulesets
The Legacy System's account-wide points carry across Normal, PvP and Roleplaying. Hardcore is the exception: progress flows out of Hardcore into your account, but points earned elsewhere cannot be spent on a Hardcore character. That asymmetry is deliberate and it is one of the few Hardcore details Blizzard has actually published.
Choosing one
- If you want to be left alone while levelling, pick Normal — it is the default for a reason and most services are cheapest there
- If open-world conflict is the point, pick PvP and accept that everything else you do takes longer
- Roleplaying behaves like Normal mechanically; the difference is community expectation rather than rules
- Do not wait for Hardcore before starting — Blizzard has said only that it follows launch, and has given no date
Whatever you choose, say so when ordering any service. A seller quoting a route through contested territory needs to know whether it will be contested, and a quote given for the wrong ruleset is the most common cause of a delivery estimate that slips.
Frequently asked questions
Are there realms in WoW Forever?
No. Forever is realmless — you choose a ruleset instead of a server. Region and faction still bind, but realm does not.
What rulesets are available at launch?
Normal, PvP and Roleplaying, all from 4 November 2026. Hardcore is confirmed for after launch with no announced date.
Why do services cost more on the PvP ruleset?
Because there is no level scaling, so contested zones genuinely interrupt work. A PvP-ruleset quote is for more hours, not a higher margin.
Can I change ruleset later?
Not announced. Blizzard has not published whether a character can move between rulesets after creation, so treat the choice as permanent until they say otherwise.
Does Legacy progress carry between rulesets?
Across Normal, PvP and Roleplaying, yes. Hardcore progress flows out to your account but points earned elsewhere cannot be spent on a Hardcore character.
