Anyone who levelled in Classic knows the twenties as the point where the early momentum runs out: the starting-zone chains are finished, the dungeon options thin out, and the zones start assuming you will travel further for less. It is the single most common place a character gets abandoned, and it is the most-bought leveling bracket on this site for exactly that reason. People do not buy the bracket they find hard. They buy the one they find boring.

What the new dungeons change

Excavation Site: Wetlands opens at 24–29, dropped deliberately into the gap, and City of Dalaran follows at 28–33 overlapping the top of this band. That gives the twenties two instance destinations Classic never had, and it genuinely re-routes the bracket — a seller who levelled this band in beta will quote a different plan from one working off Classic muscle memory. It also makes the Wetlands trip part of the route, and with no flying anywhere in WoW Forever, travel time in this band is a real component of the quote.

Buying the band rather than the levels

Ten levels is enough work that the self-play versus piloted decision starts to matter financially rather than just philosophically. Self-play means the seller's team groups with you and you stay at the keyboard through every session; piloted means they play the character and you get it back at 30. Piloted is faster and cheaper, self-play is the only arrangement where nobody else ever has your login, and across this site self-play is what we would push anyone towards.
