A Stratholme living-side boost covers the Scarlet Crusade half of the burning city — the quieter of the two runs, and the one bought for gear rather than for a mount.

Everything people say about Stratholme usually turns out to be about the undead side. The living side is the calmer proposition: a route through Scarlet Crusade districts ending at Balnazzar, with a solid loot table and no timed event, no mount and no chance-based reason to run it two hundred times. That makes it the more honest purchase of the two — you are buying a clear and a set of drops, and the odds are not part of the transaction.
Gear across several slots in the 55–60 band, the Scarlet Crusade quest content, and a route that is short enough to combine with Scholomance in one evening. The two instances sit close together in the Plaguelands, and a seller routing a pre-raid package through that corner of the map will usually offer both — which is materially better value than booking either alone if you need both.
Name the side explicitly, because 'Stratholme' defaults to the Baron run in most people's heads and you may be quoted for the wrong half. Confirm whether the associated quest chain is included. And note that at 55–60 this competes directly with the two new WoW Forever dungeons in the same band — with unique dungeon items being blue across the board, the right answer is usually to run all of them rather than to pick.
Because the Baron run dominates the conversation, the living side is consistently the better-value half of the city: the same level band, a comparable loot table, no timed pressure, and less competition for seller time in the weeks before a raid opening. If what you actually need is gear rather than a mount, this is frequently the cheaper and faster order of the two.

The Scarlet Crusade districts, ending at Balnazzar. A solid 55–60 loot table with no timed event and no mount, which makes it the more predictable of the two runs.
No — the mount is on the undead side, from the timed Baron run. Name the side when ordering, because 'Stratholme' defaults to the Baron run in most people's heads.
Easily. They sit close together in the Plaguelands and a pre-raid package routing that corner of the map usually includes both.
55–60 in Classic. Whether Forever retunes classic dungeon ranges is unconfirmed.
