By slot or by run. Slot-based is better for general upgrades because it is an outcome both sides can verify; run-based makes sense when one specific dungeon is the source.

How good can dungeon gear get?

Unique dungeon boss items in WoW Forever are blue rather than purple, which sets the ceiling below the raid tier at every level. That is the realistic expectation to set before ordering.

Can I farm gear for transmog?

Yes — Forever includes an optional transmog system, and there is a small market for appearance-focused runs. Say which you want, because a stats-focused seller will vendor the item a transmog buyer wanted.

Is this the same as pre-raid BiS farming?

No. Pre-raid BiS is a specific list against the 9 December 2026 raid opening. Gear farming is general slot upgrading at any level, with no deadline attached.
