Hours, not outcomes
The difference between this page and the rank push page is what you are buying. A rank push is a destination with an unpublished price tag attached, because the honour thresholds are not public. Honour farming is measured in sessions or in honour, both of which are countable now. That makes it the more honest purchase before launch: you know exactly what you are getting, and you can stop when you have had enough rather than committing to a target nobody can size yet.
Where the honour comes from
Four battlegrounds are confirmed for Forever: Warsong Gulch, Arathi Basin and Alterac Valley all return, and Darkspear Islands is new — a 15v15 map off the coast of Kalimdor built around control points with Arathi-style flag capture. Each has a different honour-per-hour profile depending on queue times and how many of your fifteen actually show up, so a seller running organised premades will produce more honour per evening than pugs will. That premade advantage is most of what you are paying for.
The Legacy perk worth knowing about
The Legacy System's Resourcefulness tree contains a perk called For Great Honor, which gives +2% honour per rank of the perk. It is account-wide progression earned through Legacy Challenges and spent per character, with 65 points earnable at launch and 16 spendable on any one character. If you intend to buy honour in volume, spending Legacy points there first changes the maths on every session you buy afterwards — a cheap thing to do before an expensive order, and worth mentioning to a seller planning your schedule.
Buying hours you can actually use
One practical constraint worth settling first: your availability. Honour comes from battlegrounds, and battlegrounds happen when a group is online, so a seller whose roster plays in a time zone six hours from yours cannot deliver sessions you can attend. Sort that before price. It is the most common reason an honour order stalls, and it is entirely visible in advance if either party thinks to ask.
