The short answer
World of Warcraft: Forever launches on 4 November 2026 with no WoW Token and no paid character boost, and Blizzard has said it has no plans to add either. Everybody starts at level 1, including people who bought the most expensive pack: none of the upgrades includes a level boost. The statement came from Clay Stone, an Associate Production Director on the WoW Classic team, in a BlizzCon interview with the YouTuber Destin, reported on 14 September 2026.

Two words in that answer matter. It was "no plans", not "never", and it was said in an interview rather than published as written policy. Treat it as Blizzard's firm intention for launch rather than a promise about the next ten years.
Why Blizzard left them out
The reason given was the game's design, not its business model. Stone's line was that "the journey is the game", and that "you get better at the game by playing the game". Forever has a permanent level cap of 60 and no expansion treadmill behind it, so the climb to 60 is a much larger share of what the game is than it is in retail WoW, where a boost skips content that the next expansion will make irrelevant anyway.
The same thinking shows up elsewhere in the design. Blizzard cut the experience from killing dungeon mobs and raised the experience from dungeon quests, specifically so that running one dungeon over and over stops being the fastest way to level. A paid boost would undo the point of that change for anyone willing to pay, which is why the two decisions read as one policy.
What the WoW Token and a character boost are
For players arriving from retail WoW, both are familiar. The WoW Token is bought from Blizzard with real money and sold to other players for gold at a price the market sets; the buyer of the token can redeem it for game time. It is Blizzard's own, sanctioned route from money to gold. A character boost is a paid service that raises one character to a set level instantly, with gear to match.
Without the token, Forever has no legal way to turn money into gold at all. Every offer of gold for real money is real-money trading, which breaks Blizzard's terms of service, and Blizzard has said it will act against the accounts of WoW Forever players who buy gold, up to closing them. What it changes
- The raid calendar is the same for everyone. The first raid wave opens on 9 December 2026, thirty-five days after launch, and nobody can buy a character that is already 60. Planning a raid seat means planning the climb.
- Every alt is levelled by hand. There is no boost to skip a second or third character to 60, which makes the choice of main more consequential than it is in retail.
- There is no sanctioned way to buy gold. In retail, a player short of gold can buy a token and sell it to another player; in Forever the only legitimate gold is gold you earn yourself.
- Dungeon groups are for dungeons. With mob experience cut, the old pattern of paying for repeated runs to level fast no longer works; dungeons are worth running for their quests and loot.
What people do instead, and what each one risks
Without an official boost, there are three ways to reach 60, and they are not equally safe.

- Level with a group, in self-play. A seller's group plays alongside your character while you stay at the keyboard. Your password never leaves you, which removes the largest risk in this market.
- Piloted leveling. Someone else logs in to your account and plays it. It is the fastest and cheapest third-party option, and it means sharing your account, which Blizzard's terms do not allow. Nobody can promise that will never draw action against the account.
